ASCII to Hexadecimal Translation

Functional Description:

Use the HEXLATE stage to translate each character in the input stream to a 2 byte hexadecimal character in the output stream.

HEXLATE reads records from its primary input stream, translates, and then writes the records to its primary output stream if it is connected.
